Dr. Otubu, a Catholic Knight of Saint Mulumba (KSM), was publicly stripped in the residence of Judith, a 400-level engineering student on July 17 while allegedly attempting to have sex with her in exchange for a pass mark in her course.Following this, authorities of AAU slammed an indefinite suspension on the lecturer for allegedly taking undue advantage of Judith. She was also suspended by the University which accused her of violating its matriculation oath.In addition, Judith was detained for two days by the police at the State Criminal Investigation Department (SCID) while acting on the petition of the lecturer who accused the female student of kidnapping him.When hearing in the criminal case preferred against three lecturers and four others began on Wednesday at the Ekpoma Magistrate Court, the accused persons were said to have conspired amongst themselves to commit felony with intent to steal and demand the sum of N500,000 from Engr. (Dr.) Peter Otubu with threat to kill or lynch him if he failed to comply, which made him to issue a cheque of N100,000 in faovur of one Judith Ivie Okosun; and offence punishable under sections 516, 406, 390(a) of the criminal code. at which the 2nd prosecution witness (PW2), Aruna Abdulwahab testified before Magistrate Margaret Iluobe (Mrs.) of his ordeal in the case. Dan-Tsoho, a training officer with FCT Basic Education Board, made the call in an interview with the News Agency of Nigeria in Abuja on Wednesday. He said capacity building for teachers would reduce mass failure in science subjects in senior secondary school examinations. He attributed the poor performance of pupils in public examinations to the decline in the quality of training of teachers. He said the mass failure of pupils in science subjects and mathematics was due to the phobia for the subjects either by the teachers or by the pupils. Dan-Tsoho said that a recent survey conducted by the board revealed that a number of teachers had problems with some science topics, which they believed were difficult. He said that such subjects were rarely taught by teachers because they did not have enough grounding and skills to handle them. &acirc;If you take for instance acid and base reactions as a topic, teachers usually avoid it and they just ask students to write assignments on it. &acirc;They could have just used simple unripe fruits like unripe lemon or cashew, which are not dangerous at all, to buttress the message. &acirc;These fruits contain acid. That is why when they are eaten unripe, they cause stomach pains. It is because of the acidic nature of the fruits and this can be used as practical,&acirc;&acirc; Dan-Tsoho said. He stressed the need for capacity building for teachers, especially in the area of teaching of science subjects with practical aids, not just theoretically with attendant negative mindset. He said the trend was ugly and disheartening; hence the need for stakeholders to arrest it. &acirc;There is no doubt that the sector is in dire need of revival and repositioning to effectively play its vital role in developing the required human capital to facilitate sustainable national development,&acirc;&acirc; the officer said. He said many Nigerian teachers were not in tune with the basic concepts of teaching, learning and evaluation. He said that research had shown that many teachers had deficiencies and needed capacity building. According to him, teachers&acirc; lack of understanding of basic teaching concepts is partly responsible for their poor service delivery, negatively affecting the performance of their students. &acirc;Most schools just recruit teachers and send them to the classrooms without taking time to investigate their levels of proficiency,&acirc;&acirc; Dan-Tsoho said. He added that the entire project in both countries was worth $18 million, saying that that of Bukina-Faso took about $7 million. Ousmane said that the project in Nigeria started in 2009 and since then it had been ongoing. Etisalat Nigeria Chief Executive Officer, Steven Evans, said the telecoms company is planning to increase its subscribers from 13.8 million to 20 million by the end of next year &nbsp;after attributing a substantial percentage of the company&acirc;s growth to subscribers leaving other operators. Evans asserted that provision of data services is providing faster revenue growth than voice calls. He explained that since the company introduced the 3G networks in September last year, data subscription growth has increased&nbsp;sixfold. Etisalat plans to invest as much as $500 million annually in Nigeria this year and the next to improve infrastructure and fund expansion. Evans however stressed that the network &nbsp;is not immediately looking to raise funds for expansion or other expenses, nor considering a stock listing at the moment. &acirc;The focus of the company&acirc;s growth is &acirc;organic&acirc; and acquisition opportunities in Nigeria are &acirc;pretty few and far between,&acirc; he said. Speaking during a press conference in Lagos yesterday, the NUPENG President, Comrade Igwe Achese, said even if subsidy payment had been made, it was only to portfolio carriers and not investors in the oil sector. Achese said the failure of Okonjo-Iweala to meet the Nigeria National Petroleum Corporation (NNPC) and other marketers&acirc; payment obligation was a ploy to create hardship for Nigerians, adding that the plan was for government to put up the refineries for privatization to the cronies of those in the corridor of power at ridiculous rates. According to him, that was why NUPENG was asking the minister to explain the rationale behind the selective payments of the subsidy claims. On the ongoing strike in Abuja, he said: &acirc;We have cried out on several occasions on the untold hardship and the unfair labour practices meted out to our workers in the two giant multi-nationals &acirc; Shell Petroleum Development Company (SPDC) and Chevron Nigeria Limited. &acirc;The modern day slavery practiced by these two oil multi-nationals had turned our members into penury. The NUC team leader, Prof. Ogoh Alubo, told the News Agency of Nigeria (NAN) on Friday that the audit report would be presented to the commission next week. Ogoh, who did not give details on the exercise, said the five-man panel had done extensive work on the institution. &acirc;We are through with the forensic audit exercise on Lead City University and hopefully we will make our reports available to the Executive Secretary as soon as the Sallah holiday is over, &acirc; he said. The Vice Chancellor of the university, Prof. Olufemi Osibajo, said the institution&acirc;s management cooperated with the panel because of the importance it attached to the exercise. &acirc;I think the forensic exercise went well and we showed more than what the NUC expected of us. &acirc; We opened all our books and they saw everything; I know the team was impressed,&acirc; he told NAN in an interview. Osibajo said that the exercise further showed that there were certain areas of misunderstanding between the university and the NUC. &acirc; The NUC also gave advice in terms of what we should do right to improve and it was sincere and not prejudiced. &acirc;The NUC was not deceptive in the advice it gave us. The killings came on the heels of the police hunt for the kidnappers of ESUT Vice Chancellor, whose official vehicle, a Hunda Accord in which he was taken away on Wednesdday was reportedly found Thursday. Although the police did not confirm the ransom demand, they confirmed that the vehicle was recovered intact. Sources said that the kidnappers made telephone contacts with Professor Onyeji&acirc;s family and made the ransom demand Thursday but the person who received the call could not be ascertained. The former Lagos State University (LASU) vice chancellor spoke in the light of mass failure recorded in the West African Senior School Certificate Examinations (WASSCE) May/June results released by the West African Examination Council (WAEC), at the weekend. Less than 40 per cent (38.81) of 1,695,878 candidates, who sat for the May/June exams, scaled through in the results said to be about eight per cent improvement on last year&acirc;s results. The outgoing Head of the Nigerian National Office (HNO), Dr. Uyi Uwadiae, who announced the results said that 649,156 candidates representing 38.81 per cent obtained credits in five subjects and above, including English Language and Mathematics. That is to say that over one million failed the exam said to be the best result in the past three years. But while the Federal Government through the Federal Ministry of Education, awaits comprehensive details of the results before taking any official stance, Prof. Okebukola has urged governments at various levels and education stakeholders, especially corporate sponsors like oil companies, telecommunications, etc, to adopt the South African formula, if we are willing to see, if not the end, at least a minimization of the mass failure recorded every year in public exams. Okebukola who was answering questions from reporters at the just concluded 2012 Mobil/Science Teachers Association of Nigeria (STAN) national science quiz competition for schools, urged governments to emulate South Africa by setting up dedicated TV channels and radio stations to teach science and other school subjects to our children. He believed that if this is done diligently and consistently it will go a long way in impacting on their performance in public exams such as WASSCE. &acirc;The South Africans have a dedicated channel, Channel 319, for teaching Chemistry, Biology, Physics, English, Mathematics, Economics, everything,&acirc; he said during the chat. &acirc;I advise every child in secondary school to watch that programme. It is on DSTv Channel 319. You go and check it. It is a good educational programme. I will like to see a situation whereby the Federal government, state government or whatever will also mount up that kind of programme in Nigeria for our students. If we get more funding support, STAN can move in that direction. Let me tell you what it did for South African students. When that programme started, their performance in their equivalent of our GCE/SSCE in South Africa topped several percentage points and it is still improving.&acirc; Asked to say what extent the Mobil/STAN national science quiz competition on sciences can go in improving the teaching-learning situation, Okebukola who is the foundation member of STAN where he helped to birth the idea of the competition, said: &acirc;We are trying but we are just scratching the surface; we need several more of these efforts. Like I said, if you have a dedicated TV channel that I am talking about or FM stations scattered all over the place, running educational programmes in Math, English, etc, it will help because our youths tune to these channels for music and other programmes. Since they are attracted to them, I feel we can use that opportunity to catch them and teach them a few things. So, STAN intervention is helping. If we had 20 per cent pass rate, consider a scenario whereby this intervention was not there, I could see the situation getting worse. So, I think we are doing our own little bit but everybody should contribute so that we can go beyond the stage where we are now.&acirc; Volunteering his opinion on the development at the competition which saw more students from private schools doing better than their counterparts from public ones, Prof. Okebukola attributed that to effective teaching and learning taking place in private schools. &acirc;In 1996, we did a national survey organized by UNICEF on literacy, numeracy and life skills; literacy, mainly English, numeracy, Mathematics, life skills, sciences and social studies,&acirc; he recalled. &acirc;I did the analysis for the entire country. And we disaggregated the schools by ownership: private and public; private any day did better on all the clusters. In all other national assessments, I have seen more examples confirm the better performance of the private relative over the public. But you should expect that that will be so because there the classroom population is fewer. Let&acirc;s assume you have a school and you engage a teacher in Mathematics, if the man does not teach well, of course, he will be sanctioned. Because of that, there is the motivation to work harder in the private than in the public schools. But I have been able to see some bright rays in some states like Lagos that are showing some promise in terms of revamping their primary and secondary schools. I can see that. Sources alleged that the Vikins confraternity started it during last semester exams. The recent onslaught by the Black Axe on their rival cult group (Vikins) was said to be a reprisal attack. Inside sources told our correspondent that the renewed attack began as a result of an argument between a suspected former member of the Vikins who is also alleged to be a member of the anti-cult group in the university with a Black Axe member which resulted into a quarrel that was reportedly settled. But unsatisfied with the settlement, Black Axe members were said to have mobilised and attacked members of the Vikins rival cult group, resulting to the death of the four students. The source further disclosed that the Black Axe lost one of their men to the revenge mission of the Vikins at a Pepper Soup Joint in Ekpoma, where he was cooling down with his friends when a-four-man gang suspected to be members of Vikins stormed the place, shooting at the group. While others ran for their dear lives, the victim was unlucky. Penultimate Tuesday when the information filtered out about the deadly clash, parents/guardians quickly asked their children/wards to return home for safety while others who were yet to resume for the new semester were asked to stay back. This was the thrust of the lecture delivered by the Minister of Power, Professor Bart Nnaji at the maiden graduation of Ronik Polytechnic, Lagos. Prof. Nnaji who was conferred with the Fellowship of the Polytechnic, said although he had left the academia for a while in order to contribute his quota to the resolution of the perennial electricity crisis in Nigeria, he still considers higher education his primary constituency. Crisis in higher education in Nigeria Acknowledging that higher education in Nigeria is in deep crisis, Nnaji said before the crisis became pronounced, Prof. Chinua Achebe had in an interview published in Sunday Concord Newspaper in 1984, called national attention to the impending crisis. Unfortunately, the nation paid him no attention. The late Dr. Pius Okigbo in his convocation lecture at the University of Lagos in 1992 entitled Crisis in the Temple, noted the severe and fundamental crisis in the Nigerian university system. Okigbo lamented that even university authorities were no more interested in honouring men and women of knowledge and integrity but in men and women of wealth and power. In the same vein, former Governor of the Central Bank of Nigeria, Professor Chukwuma Soludo said that up to 90 per cent of higher education graduates were not employable. Only recently, the Minister of Finance and Co-ordinating Minister for the Economy, Dr. Ngozi Okonjo-Iweala, noted that graduates from the country&acirc;s higher institutions of learning were not employable. &acirc;It is regrettable that the situation has not changed. If anything, it has worsened. Let us look around us, and we shall see how vice-chancellors and others are running around state governors across the country with honorary doctorates. So, we do really have a crisis of values and vision at different levels in our academic institutions. &acirc;Against this backdrop, the nation cannot but commend President Jonathan for recently advising the governing councils, vice- chancellors and rectors of tertiary education in Nigeria against further commercialization of honorary doctorates and fellowships,&acirc; said Nnaji. Supreme irony: Going down memory lane, Prof. Nnaji described the crisis in the universities as a supreme irony. He said: &acirc;By 1960 when Nigeria attained independence, most villages and whole communities in the country had no university graduates. Still, the few products of the University College, Ibadan, were competing favourably with their counterparts from Oxford, Cambridge, London, etc. But decades later when education has supposedly spread everywhere in Nigeria, products of local universities are anything but inspiring.&acirc; He noted that Chief Emeka Anyaoku, Professors Chinua Achebe, Wole Soyinka, JP Clark, Akin Mabogunje, Anya O. Anya, Iya Abubakar, Alex Animalu, Jibril Aminu and other world class scholars were all products of Nigerian universities. &acirc;Can the current university system in Nigeria produce graduates of the international caliber of the people mentioned above? Why are Nigerian parents and guardians desperate to send their children and wards to not just the US, Britain or Canada, but Cyprus, Ghana and Tunisia and pay through their nose for tertiary education? &acirc;Why does the unwritten policy among Nigerian parents seem to be &acirc;Anywhere but Nigeria&acirc; as far as higher education is concerned?&acirc; he asked. Proffering solutions to the crisis so as to make higher education in Nigeria globally competitive, Nnaji recommended that courses like English/ Communication, Logic and Ethics, must be made compulsory in the first two years of undergraduate programme irrespective of a student&acirc;s area of specialisation. Then in the last two or three years, Human Resource Management, Marketing, Organisation Theories, Financial Accounting, International Business, Management &amp; Cost Accounting, as well as Elements of Banking should also be made compulsory. He said our education should prepare graduates for the real challenges in the larger society. &acirc;A medical doctor requires a bit of management skills to run a hospital, just as communication skills will help him or her write a professional paper or prepare a persuasive memo if he or she is a director in the Ministry of Health. He said, Some states in the south did not also have students. It was a computer based assessment it just selected those who had first class irrespective of the CGPA. It would be interesting to know how many people applied from such places. Dot forget in the North once a student has a first class he is almost always on scholarship. If you didnt apply you cannot be shortlisted and if you didnt have a first class you wont be taken. A list of shortlisted candidates by states of origin which was made available to Daily Trust showed that Yobe, Sokoto and FCT did not have candidates. This, investigation revealed is as a result of the discovery that officials of the electricity company and its various labour unions may have diverted funds into a separate account.    Documents obtained by THISDAY in Abuja Tuesday revealed that officials of the in-house PHCN unions: National Union of Electricity Employees (NUEE) and Nigerian Union of Pensioners (NUP) in collaboration with the Senior Staff Association of Statutory Corporations and Government-owned Companies (SSASCGC) may have in July 2005 incorporated a new company named the Nigerian Electricity Power Authority (NEPA) Superannuation Fund Limited to replace the hitherto NEPA Superannuation Fund.    The documents indicated that the unions had in line with the Companies and Allied Matters Decree 1990 registered NEPA Superannuation Fund Limited with a share capital of 10 million units in value of N1 per share to carry on the businesses, acts, deeds or contracts that were hitherto performed by the NEPA Superannuation Fund.    Accordingly, the unions had in ratification of their actions, passed a special resolution which they sent to the Corporate Affairs Commission (CAC) indicating that its board of directors had on September 8, 2005 at an extraordinary meeting passed a resolution to that effect.    The resolutions which were contained in the document they sent to CAC stated inter alia: &acirc;That all acts, deeds, negotiations, contracts, agreements and transactions entered into, carried out and being undertaken by and for NEPA Superannuation Fund prior to the incorporation of the NEPA Superannuation Fund Limited be and is hereby ratified.    &acirc;That all such acts, deeds, negotiations, contracts, agreements and transactions are henceforth the acts, deeds, negotiations, contracts, agreements and transactions of NEPA Superannuation Fund Limited and shall be of the same effect as if NEPA Superannuation Fund Limited had been a party to it in the place of NEPA Superannuation Fund.    &acirc;That this resolution be filed at the Corporate Affairs Commission.&acirc; It was also discovered that all the unions, NUEE, SSASCGC as well as NUP had variously held emergency executive meetings between July 5, 2005 to ratify the incorporation of the company and had also nominated persons to represent and take custody of shares of the company on their behalves.    In the document, Mr. Moses Olaniyi Olotu, Mr. Timothy Olufemi Akintola and Vincent Mamudu, were all nominated to subscribe for the Memorandum and Article of Association of the NEPA Superannuation Fund Limited on behalf of NUP, SSASCGC and NUEE respectively; the trio had also signed to hold shares worth N1.4 million, N1.3 million and N1.3 million each as directors in the company alongside PHCN which has N6 million as a director as well. Papers for the registration of the NEPA Superannuation Fund Limited were filled by a law firm; John Olenyi Esq of Plot 82 Julius Nyerere Crescent, Asokoro Abuja on July 7, 2005 on their behalf.    The Federal Government has for about 18 months running, been involved in negotiations with the unions in the power sector that also include the Senior Staff Association of Electricity and Allied Companies (SSAEAC) in the run-off to the privatisation of the 17 successor companies of PHCN; negotiations which have been supervised by renowned trade union leader, Hassan Sunmonu have thus recorded some milestones except for some demands precisely from NUEE.    The unions have demanded for the payment of 25 per cent of salary deductions from workers which they claim have over the years been deducted from their pay as contributions to their in-house pension scheme.    But as regards the payment of severance retirement benefits to PHCN employees, the Minister of Power, Prof. Barth Nnaji, had at different fora stated that there is no PHCN employee that have contributed 25 per cent of his or her salary to their in-house pension scheme or any amount at all to the scheme up to June 30, 2004, when the PHCN was allowed by law to operate the in-house defined pension scheme which is a scheme different from what is generally obtained in the public service.    Nnaji who recently disclosed that over N300 billion may have been amiss in the fund, had noted that if there were contributions to the pension scheme by any PHCN personnel at all, they were not reflected in the books or bank accounts of the pension scheme which its trustees are officials of the trade unions in the power sector and the PHCN management. This is the target set out by the World Bank, which has launched a global push to cut road traffic accidents by the end of the decade, reports the Guardian.  West Africa has some of the most dangerous roads in the world and when coupled with a lack of safety laws, the effect is fatal.  Five countries in the region do not have national laws which make the wearing of seatbelts aboard vehicles mandatory.  In 2008 the Federal Road Safety Commission was set up in Nigeria, which has become an integral part of the battle to cut road deaths in the country.  It is based in Abuja, the capital of Nigeria, and is equipped with a large screen which keeps track of 400 patrol cars, ambulances and volunteers.  Osita Chidoka, Director of the Agency, said: "We have done a lot through technology and database improvements."  Since the system was put in place the number of registered crashes has decreased by more than half, standing at around 5,000 a year.  There are now on average 12 road deaths a day, which is a third fewer than before, though many road accidents still go unreported.  Mr Chidoka said: "Overall it's positive, because our ultimate goal is to bring down deaths. But we need to make more investments in enforcement and a culture of safety." The Executive Secretary of the commission, Prof. Julius Okojie, told newsmen in Abuja last Thursday, that this was contrary to rumours going round that the part-time programmes had been scrapped.  The NUC on June 29 announced the suspension of all part-time programmes being run by universities in the country.  Okojie said that the commission had observed that most of the universities were running part time programmes outside the university campuses without disclosing the number of students on the programme.  He attributed this development to the money the universities were making from the programme, adding that NUC had been dialoguing with the universities that were running part time programmes for a long time on the need to enhance the quality of the programmes.  Okojie said that recently, the Lagos State University (LASU) graduated 22, 000 students in which majority of them were from the part-time programmes of the institution.  He said that the state universities were admitting more than the required students into the part time programmes for reasons best known to them. &acirc;From now on, only 20 per cent of programmes accredited can be on the part time programme.&acirc;&acirc;  He said that NUC would not allow more than 20 per cent of the total students in every university to engage in part time programmes.  Okojie said that the commission was planning to implement a quality assurance programme of staff and students ratio for part time programmes. The currency, according to a very reliable and close source in the apex bank, was considered because of the CBN&acirc;s cashless policy, which will be extended to other parts of Nigeria by next year. The source also disclosed that the N5000 currency is like a guarded secret by the CBN, which it plans to release as a surprise to the market. The N5,000 single note will be the fifth note to be introduced into the economy in 13 years. The first was N100 introduced in 1999, by the then Governor of CBN, Mr. Joseph Sanusi. Also, in 2000 and 2001, N200 and N500 denominations, respectively were introduced into the economy. The apex bank also in 2005 launched the N1000 denomination under the immediate past Governor of CBN, Professor Chukwuma Soludo. It is speculated that the late President Umaru Yar&acirc;Adua&acirc;s head will be the bust on the note as mark of honour to him for his contributions to the polity and national economy. Our source disclosed also that the CBN plans to make the currency a bit scarce unlike other currencies to ensure it does not disturb the volume of money in circulation or cause adverse effect of inflation. It was gathered that the lecturers under the aegis of Academic Staff Union of Polytechnic (ASUP) approached a bank about four years ago for a loan, and that the loan was approved after the institution gave a letter of domiciliation to the bank. It was also gathered that the bank has been deducting the money from the lecturers&acirc; salaries, and that some of them have completed payment. A source in the institution said some lecturers are still struggling to refund the loan because of accumulated interest. &acirc;The accumulated interest is the cause of the problem as some of the lecturers refused to pay it. Following that development, the bank threatened to drag the management of the institution to court. That caused the management to source for funds to settle the bank, after which it started deducting the money from the salaries of the lecturers&acirc;&acirc;, the source said. When contacted, the Media Relations Officer of the institution, Mr. Tope Abiola, confirmed the disbursement of the loan by the bank to staff, but maintained that the management was not deducting the lecturers&acirc; salaries. He said the management intervened in the matter so that the institution will not lose its credibility and corporate image. Mr. Abiola said the matter is being seriously attended to so that it does not affect academic activities. The winners of the competitions were decided by the audience, via voice votes. The winners in all the categories went home with the whopping sum of N500, 000, a brand new iPad and an all-expense paid weekend getaway for two to Lagos.
